An optimum pavement management strategy is fundamental to ensuring that the pavement asset-base remains fit for purpose throughout its operational life, so that safety levels are kept to the highest standards and the targeted revenue stream is achieved.

A good pavement management strategy must encompass an optimum mix of preventative and reactive maintenance and plan for long term capital projects (rehabilitation and new build). This strategy must be underpinned by an ongoing programme of condition inspections and modelling, supported by appropriate tools including work management and pavement management systems:
